I agree University of Hawaii President David Lassner wants to ban bachelor's degrees at all 10 schools for three years and reduce graduate tuition at UH-Manoa, attracting more students and keeping college affordable.

The proposal, which could take effect by the end of 2020, will be considered by the UH Board of Regents at its meeting Thursday at Windward Community College.

The goal is to make the university more competitive with its peers, as enrollment is down as tuition rises, according to an online filing in preparation for the conference.
"Tuition at UH's four-year institutions has risen above many of its peers, especially for non-residents," Donald Straney, vice president for academic affairs and policy, wrote in a memo to the board. "The tuition reduction for UH Manoa graduate students, whose rates are much higher than our peers, is offered to improve our competitiveness and attractiveness."

In January, the regents rejected a similar proposal that would have called for undergraduate tuition to remain unregulated and avoid planned increases of 1% and 2% this fall. It would also complete the education.
In the new plan, administrators want to cut tuition at UH-Manoa by 2 percent for residents and 10 percent for non-residents in 2020-2021, and freeze those rates until 2023.

Under the current schedule, undergraduate tuition at UH-Manoa is expected to be $11,304 per year for Hawaii residents and $33,336 for non-residents in the 2019-2020 academic year, while graduate tuition is $15,912 for residents and $37,392 for non-residents is.
