Nau Calendar 2023 – Beginning in the fall of 2023, Northern Arizona University will offer free college tuition to half of all students from Arizona families.

The university announced Thursday a new financial aid program to cover tuition costs for every Arizona student admitted to the university with a family income of $65,000 or less.

NAU President Jose Luis Cruz Rivera said it's a clear message to students and families that he hopes will increase college participation and lead to the ultimate "transformational" opportunities for Arizonans.

"We're hoping to attract the best talent from Arizona, and we know that's the case across the country and the demographics of that talent are diverse," he said.

Guaranteed tuition is "a message that no other university in Arizona can share — maybe others will follow our lead," Cruz Rivera told The Arizona Republic.

The Access2Excellence initiative aims to support Arizona's colleges and graduate students to promote future economic development and social mobility, the university said. While Arizona's economy is booming, it has among the lowest student achievement rates in the country.

"In order for Arizonans to have the opportunity to participate in and benefit from the state's growing economy, we must increase our efforts to ensure that they are equipped with the new education and training that will allow them to earn new high wages." Cruz Rivera said.

Higher education is critical to Arizona's future economy. In 2020, only 28% of Arizona high school students enrolled in a four-year college, and the percentage was even lower for low-income students, according to an analysis by the Arizona State Board of Education.

At the current rate, 17% of Arizona's current ninth graders will have a four-year degree or more by 2029, far below the 37% of new jobs that will require that degree.

Students must be Arizona residents. They must meet NAU's admission requirements and have a family income of $65,000 or less.

Students must file the Free Application for Federal Student Aid (FAFSA) each year to determine family income.

Freshmen and students at any NAU campus in Flagstaff or nationwide are eligible. Current students are not eligible.

Annika Olsen, NAU's vice president for enrollment management, said this is the first financial aid program available in Flagstaff and nationally. He said he wanted to transfer to NAU, but expected it would appeal to community college students, not because of the cost. Online students will not be eligible.

"We hope to attract students who are very talented but feel they have missed out on educational opportunities," Olsen said.

Currently, low-income NAU students receive substantial aid, but sometimes have to pay fees. This program ensures that anyone with a family income of less than $65,000 has no out-of-pocket costs, tuition is fully subsidized and financial aid is provided.

Cruz Rivera said NAU will still offer financial aid to students whose income exceeds $65,000, as well as to high-achieving students.

The university will not enroll in tuition-free programs, but low-income students will receive tuition through the state's state promise program. Compulsory annual tuition is currently approximately $1,250 for in-state undergraduate students.

Students will also have to pay for housing and other expenses, which may mean taking out student loans for some.

The effort covers a broader group of students than the state's new Promise program, which guarantees full tuition and fees for students at one of the state's three higher education institutions if their family income is typically $27,000 or less, other than eligibility.

NAU isn't the first university to do something like this—many public and private universities offer scholarships to low-income students, often in the same amount, with guaranteed tuition.

"The Access2Excellence initiative demonstrates NAU's commitment to removing barriers that limit the aspirations of students from diverse economic, social and cultural backgrounds," Munson said. "I am thrilled that NAU is leading the way in showing Arizona students and families that college is accessible and affordable, and that college is a real option for them."

NAU doesn't have a new fund to do this, but instead adjusts how it manages financial aid.

The goal was to reach low-income students first, then others, and ensure that most of the aid went to students.

Cruz Rivera said staff spent months investigating how NAU spends more than $400 million in federal, state, philanthropic and institutional grants, which it awards annually to students based on financial need and academic performance.

"We realized that by making small changes to how we use financial aid, we can get to the point where we can guarantee and be confident that every student with an income of less than $65,000 will get an education. – A free experience at NAU." he said.

Instead of asking students to apply, fill out the FAFSA and wait to see how much financial aid they'll receive, high school students will know in advance that they can attend NAU without paying tuition, he said.

"It's very clear. It helps to go to college, to prepare," Cruz Rivera said. "We hope that by getting that message out, you'll increase the diversity and diversity of the students that come to NAU."

Olsen said officials are trying to figure out how to use different sources of education for low-income students based on past and projected future delinquencies and funding sources. The family's income was less than $65,000 to qualify for tuition-free education, but they realized they could make it into the middle class and still support high-income families.

"There was a lot of modeling and waiting, finding the best, the worst, and everywhere in between. It's not a new bucket of money for this project. It's using the resources we have," Olsen said.

Some first-year students may see a slight reduction in their financial aid awards on an academic basis, although this may be done on a case-by-case basis.

Cruz Rivera doesn't know exactly how many students will benefit from free tuition starting in the fall of 2023, but given NAU's decline in recent years, he believes the university has the potential to increase enrollment in Flagstaff and nationally. He expects the number of applications to increase and hopes to have more students on campus.

"If he has to think about a hat, we've made it and we'll cross the bridge. We feel like we're in a good place right now," he said.

Free tuition may expand NAU's reach and boost Cruz Rivera's campaign mission, but it won't solve the university's dwindling financial woes.

Academic Calendars 2022/2023

NAU saw an 11% drop in undergraduate enrollment from fall 2017 to 2021 and projects an increase of 3.2%, or 858 students, for next fall. Fewer students mean less college work.

Cruz Rivera has reached the midpoint of his NAU presidency, which began in June. Earlier this year, the university updated its admissions requirements to align with college offers and make NAU accessible to more Arizonans.

Cruz Rivera said there is more to come on top of these rules as NAU reviews national projects, expands programs and finalizes its long-term strategy.
