Schwartz told Streetsblog that the NYPD had contacted his agency requesting a special placard for "certain secret federal agencies" that "didn't want to advertise their presence or identify their unmarked vehicles."
There is evidence that such a designation was necessary. According to Schwartz, the request came after local cops pulled over several cars used by federal law enforcement agents for a sting. Apparently, the G-men had collared several suspects only to return to the road to find their vehicles gone.
"I took three letters out of my imagination," Schwartz said. "Nobody wanted a parking pass to say 'FBI' or 'CIA' or any other federal agency."
