Plaque abuse is the most convoluted corruption in town — but there's a form of it that's so mysterious that the city and state DOT, the cops, and even the guy who created it remain baffled.
It's the AWM banner. No. In fact, they are not shorthand for anything.

While serving as the city's Traffic Commissioner, Sam Schwartz (who would later achieve his greatest fame as Gridlock Sam) obscurely coined the initials AWM. Schwartz told Streetsblog that the NYPD had contacted his agency requesting a special placard for "certain secret federal agencies" that "didn't want to advertise their presence or identify their unmarked vehicles."
There is evidence that such a designation was necessary. According to Schwartz, the request came after local cops pulled over several cars used by federal law enforcement agents for a sting. Apparently, the G-men had collared several suspects only to return to the road to find their vehicles gone.

"I took three letters out of my imagination," Schwartz said. "Nobody wanted a parking pass to say 'FBI' or 'CIA' or any other federal agency."

But now, of course, officers use the AWM placard for free parking in Lower Manhattan, a perk worth thousands, if not tens of thousands of dollars, for which they likely won't be taxed.

"The program was for actively engaged and active duty undercover officers," Schwartz said. "It was never intended as an all-day parking permit."
It's unclear which blocks were originally set aside as AWM parking (a 2013 Times story provides no location data), but the epicenter of AWM parking is now on Thomas Street between Broadway and Church Street in Lower Manhattan, where there are roughly 20 spots . assigned to AWM banner class. Schwartz told Streetsblog that Thomas Street was one of the original AWM areas due to its proximity to Federal Plaza (home to multiple federal law enforcement agencies) and the NSA building at 33 Thomas Street, a massive windowless tower that screams, " Secret things going on inside" so loud that employees can't really hide behind an AWM banner (especially when some employees also put up "Federal Law Enforcement" banners on their armbands).

It is surprising that a parking permit program that was designed to be secret continues to be implemented in plain sight for several decades.
What is not at all surprising is that the public officials in charge of parking, parking enforcement and placarding are playing a complete mute about the program.
First, the placards are amateurish, with just the letters AWM, a handwritten permit number, an arbitrary expiration date, and the words "Department of Transportation."
City To Present Plans Of Parking Garage And Community Space For Future Kew Gardens Jail Site
Which Department of Transport? Who knows! The city's DOT said it does not issue the placards (although the agency installs "AWM" parking signs that block the space). The state DOT confirmed it does not issue such permits, but said the simplified design made them very easy to copy. The federal DOT did not respond to emails about the program, but it does not appear likely that a federal agency would issue parking privileges in New York City.

Issues parking permits to other law enforcement agencies and conducts enforcement in parking areas designated by AWM." (Meaning police ticket machines that park in the AWM area without an AWM placard.)
The cameras actually catch far more AWM miscreants than the cops. Of the 24 AWM cars we spotted on recent visits to Thomas Street, 10 had multiple tickets issued by the camera, meaning not only is the city offering free parking to these crooks, but they're driving to or from the parking lot. their free recklessly.

Calls to the Department of Justice and Homeland Security, and the FBI, were not returned. A spokesman for the Central Intelligence Agency
Call Streetsblog again – but only to say that he could neither confirm nor deny anything, even if the CIA even has an office in New York City. But all the banners have an expiration date of May 2023 – implying that someone has created a new set of banners recently.

So we have an on-street parking program for an established government agency, but no clear details of who issues the permits, who they are issued to, or how much they are.
